Phase 1 - Build Mailroom

During Phase 1, you'll

       1.  Create an Internet-accessible EPA Mailroom in your domain.

       2.  Establish the first Administrator of the domain.

       3.  Set the basic operational properties of the Mailroom.

       4.  Install the EPA Mail Clerk in the Mailroom
