Enter an EPA Mailroom's URL
If the URL entered is not that of an EPA Mailroom, you see...
CLIC "OK" and then enter a valid URL
If a valid URL was entered, the Clerk displays...
CLIC 
(if you don't, you'll be addressing your personal mailbox) and see...
Enter your ID (UserName) and Mailbox Key.
If you enter an incorrect key, you'll be advised...
CLIC "OK" and then enter the correct key.
Otherwise, Window Clerk displays the Admin Operations Center
