Purpose
The EON performs all processing functions necessary to apply an EPA Preference Set to evaluate
e-mail field contents, classify an e-mail as 'wanted' or 'unwanted' and explain/record the
processing actions taken.

The EON expects:
- The order of presentation of multiple e-mails' fields to be variable due to HMS message
processing priorities.
- The order of presentation of a single e-mail's header's fields to be variable except that
all header fields are expected to preceed the e-mail's body.
- The origin of e-mail field content presented to the EEI will be identified.
- To be able to modify the content of every field of every e-mail before that field content
is delivered by the HMS to another process.
- That processing of a single e-mail may be abruptly ended(aborted) by the HMS with no further
notification.

- Preference Set Access
- To avoid the ambiguity resulting from simultaneous access to a single Preference
Set, the EON and the EWC employ an HMS-independent semaphore mechanism.
